Sometimes stuff like that will get a little better over time on it's own-give it some time before you resort to going under the knife. It is nice to know you could, though-just in case  Lord knows what I would do for a tummy tuck! After having 3 kids in less than 6 years, my tummy is scary!
I think the idea of the neck exercise would probably give you the best results, but you can also try a firming lotion. Get a good one that's designed for facial use. I like stuff that has collagen and elastin in it-those are the two things that occur naturally in your body anyway that give your skin it's resilience and elasticity.
